I have Hekili set up to show cooldowns separately on a different bar from the rotational abilities. I'm not at my own PC, so I can't explain how you would need to change the settings to display the separate cooldown bar. That being said, I'm not sure that Hekili is showing Bestial Wrath on the cooldown bar when it's optimal to use.
