First, IMO "armor strip" means the removal of armor. Reduction of armor =/= armor strip. I believe TC talking about fire blast only removing 75% of armor is still relevant because two casts of fire blast completely remove armor. Tempest Barrage, dealing only corrosive procs, is incapable of fully stripping armor.
