Tested it myself, for agrarian idyll civic and subterranean start it works exactly as I thought it would: farmer and miner districts give extra housing (+1 for energy, +2 for farms (with a tech researched unique to agrarian idyll) and +3 for mining districts(+2 from origin and +1 from civic)) and miner districts are uncapped.Subterranean is probably the best for tech rush though as it's the best for producing minerals which Hive Minds need for their researchers, so fewer miners support more tech.
