A rep can create a "FirstNet and family" account with two FirstNet lines. That's how it worked for me. The rep said it was a fairly new option. My wife is a first responder & we've always been told we can have one phone, one mobile hotspot, one tablet, & one wearable (watch) on the FirstNet plan & the "Family" part is just combined with AT&T.
