If you want to split another one, start a war for a tributary or vassal. Adding on to this, if you have no intention of conquering another empire but want a vassal, declare war for a vassal and declare a status quo once war exhaustion is high enough and you've conquered some planets. They'll split off into a new, vassalised empire.
