They still haven't come to an agreement on the single box time standards, but continue to discuss. Everything else falls under a set time standard, even if it doesn't take you that long to do that.

RRECS advise - rural carriers. No one is monitoring RRECS scans, and no one trained us on them. I have never had a single second of green card time formally training me on RRECS.
