You're right, I guess the mace isn't strictly better over the rapier when combined with the avernic defender. However the inquisitor armour is a huge problem in of itself. If you combine the new mace with the new armour set, then it has at least 23 accuracy bonus more than the rapier which is ridiculous.

Tl;dr: Increase the inquisitor armour set bonus from 2.5% to 5% to make it have equal max hit to torva. This way inquisitor will stay relevant where it is relevant today, and make torva replace bandos only, which seems like what was the intention with the update with repair-cost and what not.
