Same - it is impossible for me to control the volume on iOS. It just jumps back to where it was. 241fps. Easiest way to fix this is restarting your HomePod. This happens to me to sometimes. Seems like Apple knows about this, the HomePods are the only iOS Device I know to got a Restart Button. Apple TV got one, too.

I think you have to switch off "change with buttons" on "ringer and alerts" in the sound and haptics settings of your iPhone. The issue isn't the ringer.
