To activate Hex Pentimento, the killer then has to activate the broken Totem to replace it with the Hex. You can do this with up to 4 broken totems for stacking effects (assuming the survivors actually break all 5). For a 30% repair speed reduction off the bat, at least this one has strong potential to 'pay for itself' in terms of the time you gain, depending on how long it takes to do the ritual.
