EnmityPlugin is not an ACT plugin, its an OverlayPlugin addon. Do not add it through ACT, instead its already configured properly. Go to Plugins > OverlayPlugin.dll and click the button to Add a new overlay, name it whatever you want and from the drop down select the Enmity overlay and click OK.
