Gathering retainers only need the gathering skill. Item level and perception are irrelevant. Get white scrip tools for them and they'll probably be set; those are cheap at only 250 scrips each. I've geared mine up in full Professional gear (only pieces that grant gathering skill) but it's way overkill.

I have one additional retainer that i pay for. I also buy my sub time in 3 month intervals. The rate per month is less when you do that, and it just about evens out with the additional retainer cost. In that sense I'm paying for normal sub time and getting a free retainer out of it.
