ELE (and its non-ENB sibling, Relighting Skyrim) are more "realism" tweaks than straight-up overhauls. They move and add light sources to make the base game's lighting feel a bit more sensible when looking at light sources like candles/torches. Realistic Lighting Overhaul is an oldie (and a goodie) but there are just better options right now.
