Clone hero custom highways

Saw the 1.0 release for Clone Hero and started to migrate over. The songs were painless, and (eventually) my settings saved. But it refuses to find my custom backgrounds or highways. Even trying to "Rescan Custom Content" seems to do nothing. The game doesn't even hang, it just does nothing with no indication until I hit [red fret].
